UCLA’s policy on activities, registered campus organizations, and use of properties

Background

Following free speech controversies on other California campuses, administrators at UCLA set out to refine university speech policies to better prepare for forms of expression that could substantially disrupt the educational mission of the university. As a public institution and an extension of the California government, UCLA could not ban speech based on its content. Like other public universities, it had to balance its commitments to both uphold the First Amendment and ensure the safety of its students, faculty, and staff.
