University of Virginia’s speaker policy

Following the 2017 Unite the Right rally in Charlottesville, the University of Virginia (UVA) reviewed its policies governing the time, place, and manner of expressive activities on campus. It passed an amendment to these policies requiring unaffiliated groups to make a reservation at least seven days before an event to use campus grounds. This policy protects public safety on campus while providing, in the university’s words, “a framework for unaffiliated persons to peacefully assemble and engage in constitutionally permissible speech at the University.”

• Clarifies steps that community members must take before formally inviting a speaker.
• Establishes procedures for unaffiliated persons holding events on university property that allow sufficient time for the university to address any security concerns.
• Includes specific language preventing any person from disrupting an invited speaker or hindering the ability of other attendees to hear a speaker.
